I've never seen an event that contains anything like that, so I don't think there is any way to do it.

you could make an event that uses the command

pop_growth_modifier

to raise POP growth per month by an amount that would achieve close to that level. The only problem is that it's very difficult to calculate the right number since Life Ratings affect provincial pop growth rates, so different provinces grow at different rates.

So it would require a bit of testing to find the right level that gives the aggregate number a 10% increase per year in POP growth, but should be possible.

I'm fairly certain that province growth rate maxes out at 0.34% for a 35 life province, no matter how high your growth modifier is.

Why does it need to increase every pop? Why not create pops? For example add siberian pops to a random province:

command = { type = add_pop which = siberian value = 0.1 where = -1 }

0.1 = 40 000 increase in total population.

For example if you have 7 provinces, just make 7 commands and spam as much as you want.

...If you are worried that there might be too many pops, just make a ton of commands with "value = 0.001" and they should merge with the bigger pops. I dunno if this will work but it just came into my mind.
