Can I give the arty brigades the ability to bombard provinces? What about giving the ability to land divisions?

No. Anyway, the idea is unrealistic as artillery don't have the range to bombard the nearby province. And if you mean the province you are attacking, that gives no sence, as you would want to capture it with infra, ic and resources intact.
