I dont think you need referees to get the DLC. The page states that:
"Everyone who signs up will receive a secret HOI4 DLC free of charge!"

That's a secret DLC, to find the secret before official announcement you have to break Paradox's Gåta machine code.

I had assumed the 'secret DLC' was the Poland DLC and they decided to give it to everyone. But apparently I'm getting another free DLC. Nice.

No, the secret DLC is linked to the sign-up where you had to chose a specific major country, while the one everyone gets is about Poland which is a minor.
