Is it possible to get 100% Absolutism as Russia?

I'm currently trying to get the 100% absolutism achievement as Russia however I'm stalled out a little short of it. With slightly increased religious unity which will come shortly be 90%, I can still activate my Golden Age which will bring me to 95% but I'll still be 5 short. The Court and Country disaster doesn't seem to be an option for Russia, do I have any options to get the extra 5% or am I boned?

The only options are C&C disaster or forming Prussia (they get +10 from government) and event which increases it by 20.

I sort of had the same issue as Lithuania, unable to get Court and Country, but that was because I had so many negative Unrest modifiers it was impossible to reach +1 nationwide (a prerequisite for the Disaster). I activated my Golden Age though, which gives an additional +5 Max Absolutism.

C&C disaster is only in age of absolutism. So your Russia isn´t eligible for it. So only thing you can do is to change to Prussia as previously stated.

just that last 5% I need, is it even possible to culture shift and change to Prussia as Russia?

Maybe if you could somehow drop from Tzardom government form in favor of enlightened despotism (+10 max absolutism) or despotic monarchy (+5 max absolutism).
Not sure if that's possible or not as I do not own 3rd Rome.

As long as your country´s primary culture is saxon, prussian or pomerian and while country isn´t Germany or Holy roman Empire. Of course Prussia can´t exist.

Your only option is to form Prussia as people said, but that's gonna be a pain as you also ahve to convert to Protestantism or Reformed. Maybe save the achievement for another campaign where you prepared it better and provoked Court and Country disaster or planned to be France/Prussia/Sweden anyway.

Well technically that's impossible. Even with humanist and reformed I managed to have it as France, just have 200% overextension and -3 stability (break RM, or no CB American minors if you have diplo ideas) .

Well, that didn't quite seem worth it. It was more of a tall game anyway.

Throw down a few no-CB wars and stay in them. The combination of +6 unrest from negative stability and more from war exhaustion will push you above the +1 needed.

I think you can change from tsardom if you let a pretender take over. At least that happened to me a while ago (not in this patch though, so it might have changed) when I played as Muscovy > Russia. I got this awesome pretender that I intentionally lost to, and when he took over I became like feudal monarchy or something and it pissed me off because I wanted to remain tsardom.

What do you mean "not in this patch"? Current patch is the one that introduced the tsardom to begin with.

Oh, I must've confused the Russia patch with the Hungary patch then. In that case it was in this patch and should still work.
