I noticed that one of the requirements for offering vassalization is having a royal marriage with the target, but this is kind of hard when the target is a theocracy or something else that can't have royal marriages. Any way around this?
Is it possible to diplovassal a non-monarchy?

Nope, none that I've found unless you want to mess with spy-driven rebels.
Pretender rebels will, I think, switch their government to a monarchy if they manage to enforce demands. In a non-monarchy you can still sponsor them as long as the target country has negative stability. Other types might work too, I'm not that familiar with rebel mechanics yet.
Well, referring to the thread title, you can diplo-vassalize noble republics. But you can't diplo-vassalize anyone without royal marriages, so basically the answer is no.
