It's because a lot of people want a bit of an "involved" game and that involves (pun!) setting goals :) WC is an easy to think of goal.

more on topic:

At least conquering the world and uniting it as one nation shouldn't be possible.
There should be a max-size (like USSR in the cold war) after that you're almost forced to set up puppets and release more distant regions as allied yet souvereign nations.

Endgame with "Soviet-Planet-Earth" versus the last resistance in Australia seems implausible and boring to me.

But that would make the game no fun.

Compare it to a high jump competition. A game where WC is not only possible but even fairly easy with some nations, is like a high jump competition where the bar can't be put higher than 1.50 m. Most jumpers are going to go over that, but there is no way of telling the ones that do apart. A game where WC is so hard as to be impossible, is like a high jump competition where the bar can be raised as high as 4 m. You know no one is going to jump that high, but you'll be able to tell the really good jumpers from the mediocre ones.

Well, to conquer the world in military is relatively easy, but it's quite impossible to keep TC/IC/resource balanced in original HOI2, but since AoD has some mechanism to compensate the lack of resources in conquered provinces, which make it possible.

My first goal is to conquer the world if possible, then launch an Alien attack from Kamchatka Peninsula. :D

So I can play the defender part or the attacker part.
