If you want to change this just add this to the uk.inc file in ter relevant scenario file:
province = { id = 1465 manpower = 100 }
This will increase the daily manpower, not sure by how much, you'll have to experiment.

I never work with vanilla so I wouldn't know what values to recommend using vanilla, but it's not too hard to take some small nation like Albania and give them a set manpower amount to see what that gives you for a daily gain (or look at the misc.txt file to see what it's set at). England is more complex because it has "colony" provinces.
