Is it normal situation when religious zealots remain in the province long after conversion ends?

I've used to think that religious zealots always disappear immediately after missionary finishes work. However, in this case Animist zealots remain in province successfully converted to Hindu. Is it a bug or normal behavior?

It has definetly been the case for a long time that the rebels don't flip immediatly after the conversion ends. I think the +unrest disappears the monthly tick, but the rebels can flip later, not sure whether there is any clear rule or logic to it and whether it is intentional. I think it makes sense thought, you converted the majority, but some of the old religion remain.

From what I've seen before, if province has separatism and unrest, religious rebel were disappearing after converion end and replaced back to separatists. I guess it depends on amount of progress made of separatists before conversion started, and progress of religious rebels.
