Is it just me or neutrals still can't puppet?

Title. That kinda ruined the fun of monarchist route for me.

I had the same in a multiplayer game, me as the German Empire and a friend as Austria-Hungary: we had to full annex the nations to release them afterwards as puppets. It works that way but it's annoying.

I'd like to puppet as Imperial Germany and other neutrals as well. If we make our voices heard perhaps the devs will listen? May I suggest you go to this thread on suggestions sub-forum:
