Is it even possible for Germany to beat the (ai) allies in the air in 39?

My problem is that I just cannot seem to gain air superiority over western Poland, the BeNeLux or northern France during the first years of the war.
Fuel shortages seem to do me in every time. Is there any way in which allied air can be crippled or is this a fools errand making AA filled divisions the better option?

I've done it plenty of times. In fact, I consider air superiority to be an important part of German war plans in 39 and 40.

You say you are out of fuel, so let's see if we can fix that.

1) Are you buying all the oil Romania has for sale?

2) Did you research refining techs so you get more fuel per unit of oil?

3) Did you run the MR Pact with the Soviets, and are you willing/able to buy their oil to fill up your fuel capacity before the war starts?

4) Did you build any synthetic plants? I know most players hate using them for fuel, but if you are starving for fuel, every little bit helps.

5) Are you putting all of the surface ships of the German fleet to sea? If so, the navy is guzzling your fuel. Dock everything except maybe the submarines until France falls.

Build raffineries for rubber and oil
buy Oil from Rumania Iran, Irak, Russia

use every airzone you need too contol 400*Me109

Hunt convoys from Narvik and Brest to short allied oil

And finaly.
You dont have to beat the allied airforce. Throw everything in the region u fight and crush them there. Poland, benelux and France should fall in some days or weeks. After that only the british bombers can reach you and that can be contestet by stationary AA or fighters on intercept mission.

I think that everything important has already been said.
Just some numbers that work in the current patch on regular. I use something along those numbers:
- 200 fighters on intercept per home region (400 in Eastern Germany)
- Fall Weiß: Western Poland 400 fighters on air sup, 600 CAS; Eastern Poland 200 fighters and 200 CAS --> enough for total domination
-Fall Gelb: 1000 fighters and 800 CAS over Benelux which move with the main battle force towards France

The fighters on intercept consume much less fuel than on air superiority.

Build some fuel silos before the war and fill'em up.
In 1941 I typically have some 3 mio fuel stockpiled. In vanilla that's not even necessary due to the access to Iraqi and Iranian oil.

to Danzig no GER-Player needs Silos because you can buy from Russia
After Danzig you get ~1 000 000 m² Silos from other
To Barbarossa you need some silos, but less Silo If you install more raffineries
