For those struggling to make allies: give them minerals, energy or whatever you have on hand as a large gift, it will greatly improve their relation to you which might make them more likely to enter into agreements (unless they're too far away from you). Hope this helps a bit.

As for your other question, I can't remember the last time I saw a time delayed port that didn't have all the DLC. The first one that comes to mind is Tomb Raider, but that's just off the top of my head.

the only way you played a port or tomb raider is on mac or linux.

the game was developed and released at the same time for PC and console. with the next gen consoles being released later that year, there's no doubt they were working on that version at the same time too.

on top of that there were only limited buck or two story and cosmetic DLC's no expansions.
