As the title says. I have a suspicion of a couple of newly-made accounts with no registered games belonging to forum-goers whose previous accounts were banned.

Off topic a bit but,
It would be great if they add a feature that if a user gets blocked, he can make a new account and register hes games back with the same codes.

Why? If I undestand correctly you can still read tech support and mod forums even if you're banned, you just can't post to those forums. Besides piracy the most common reason for banning is trolling. Latter doesn't necessarily cause permanent ban and then cool off period might do good for the person in question. In general you don't have to worry about getting banned if you behave like a civilized person.
Would that not defeat the whole purpose of banning someone.
Also if you really cause issue you will get IP banned which means you cannot even view the forums without some extra work, we Can also contact your ISP.
Some people do sneak back, and as long as they follow the terms of service, I often adopt a live and let live attitude. But if they step out of line the account is subject to immediate removal.
Having more than one account is expressly forbidden by the terms of service.
And if the person was banned and unbanned at least 2-3 times before the first account was permanently closed?
If you have issue with someone contact a moderator in the sub-forum they frequent to check it out.
