Depends, if you can get other countries to support your industry (MP wise speaking) yes. On your own in singleplayer?
Perhaps not so feasable until late game. You need a lot of military factories to produce an impactful amount of tanks.

Heavy tanks are pretty bad until you can research AT II (1940 tech) and unlock Improved Heavy Cannon. They're not as expensive as they seem though; remember Heavies only need 40 tanks per battalion compared to the Medium's 50.
if using old, pre nsb, tanks, then absolutely yes.
the new tank designer changed things. you use chromium for engine and armor. which are just not really critical stats to push. not to the level that your massive chromium reserves are relevant. but you still use tungsten for guns, which is what you want to be pushing.
