Is It a Bug or a Game Mechanism Causing It

Each time In a very late game, I got my maximum sailors over 1 million, and at some point my monthly sailor recovery amount drop to the minimum.
According to Wikipedia, I should get more than 8500 sailors per month rather than the minimum amount, 5 monthly.
Is it a bug or a kind of game mechanism causing this happens? I totally have no idea. Is there someone knows it and tell why?

It is probably a bug caused by an overflow in the calculation. The paradox number which is often used in the game can only store a few million (2,147,483 IIRC). But how did you get to 1 million maximum sailors? Did you use a mod which increases them? In my last WC I only had 88k maximum sailors.

My thought exactly. How do you get max sailors that high? Maybe the game isn’t designed to do that.

With a mod that adds some new ideas which include development cost reduction, so, the AIs and I are manually increasing province development and in the late game when I conquer many countries, my totally development exceeds 30k and hence my max sailors exceeds 1m
And I alter the mod a little to lower my maximum sailors and it seems to be working fine so it should be a bug of date overflow indeed.

What verison are you on? Do you have any mods? Who are you playing?
Version doesn't matter since in many previous versions I got the same problem at the similar situation. And I did have mod with the gameplay that adds new ideas to the game which includes development cost reduction to allow getting a high total development amount in the very late game. And finally I always plays custom nation.

even with 30k development, 1 million sailors would be very much unless most of that develepment is on the coast and at 0% autonomy. My 88k sailors at the end of a WC was with more than 20k development.

Trade companies are mostly located in coast or islands so that my conquering points usually focus on those places even if the province may not make into part of a trade company. and as I mention before, the mod has new ideas and these ideas also include the one that reduces autonomy so that if the reforms doesn't has minimum autonomy restriction, all my province autonomy will be 0% no doubt.

My thought exactly. How do you get max sailors that high? Maybe the game isn’t designed to do that.
This is very old, but i got it recently to 1.5 million sailors i can send you screenies(i power cheated a lot, but the main reason are the modifiers, even without the power cheats, i estimate it wouldve reached 1 million or perhaps 750000

To send you the modifiers, i had a lot of sailor buildings, an overextended empire, which generated 600000 sailors, merchant marine and trading in fish plus naval hegemon, giving a grand total modifier of +275% sailors, the maths dont align maybe but still

Yeah calculator tells me it should be well over 2 million sailors if we take 375(due to 100 percent, i am playing as srivijaya(tag msa so malaya), navy of nearly 3k ships and army of 3.5 mil soldiers(pathetic compared to what people have achieved), now to be fair it is year 2200(modless except for some modifications to the game file by me), but even before that, i remember vividly reaching 1 million in the 1800s

Economic hegeomon gets -20% autonomy, hindu nations can get -15% from monument, -10% from ideas, -10 from government, -5/-10 from manufactury, -5% from TC and you can have 70% reduction that gives autonomy in TC 20%. You can get crazy sailors and manpower with TC investments that way.
