I want to create basically useless or even harmful species and spread them through migration treaty. I don't have much experience with gene modding so I'm not sure how it works. Is it possible to give additional bad traits?

and I had an idea like this once; spreading bad pops all over via migration treaties as a means of trolling my friends who keep insisting we have open migration. Obviously they need to be shown the flaws that this "open movement and freedom of determination" nonsense can bring!

You can't remove positive traits, and you can't take negative traits, IIRC.
