Is "Institute Press Censorship" working properly?

Playing as Germany in WTT, I spent 150pp on instituting press censorship in January 1939. This measure is supposed to increase support for the ruling party while decreasing support for other ideologies for 360 days. 4 months later the support remains unchanged at 60% fascist and 20% each democratic & communist. At this point it looks like an absolute waste of 150pp that could have been better used elsewhere. I was wondering if anyone else had found this useful and if so for which country?

Use it when your ideology is less popular. The effect it has on ideology change has is sort of selectively exponential. The higher the popularity of an ideology, the less it will grow. The lower the support in popularity... well it just gets the full change bonus.

Large ideology - full negative change - marginalized positive change.
Small ideology - full negative change - full positive change.

I ran press censorship for years, plus democratic raids, but never got them low enough to forbid them for some reason (after I capitulated London&Moscow, so I had enough pp). Seems bugged to me.

I'm pretty sure it works. Used it as the German Military Junta to get enough non-aligned support, and it certainly lowered democracy and communism; ideologies that were almost as large as non-aligned at that point, I will admit.

Unless you are at max stability or have it very low and going lower temporarily would mean bad things, there's no reason to ever use it. Just use raids decisions instead, not only do they lower unwanted ideologies quicker and have the same overall PP cost for all three, but they also allow you to pick particular ideologies to lower AND give a net increase of stability.

Getting rid of the other parties as the facists, you have to do it like this: First, at the same time, raid the dems and the commies. Then wait until you have 200 political power, then ban both parties, again at the same time (hence waiting for the full 200 power to accumulate). Tried using press censorship, did nothing for the facist party at 60%. Tried banning the commies first, that ended up with the dems at 24,something % , and was therefore unable to raid them. No way to bring them back down without getting Goebbels in and waiting a looooong time.

I think there might be order of operations shenanigans going on with it when you do it at certain points. When the popularity of the Positive faction is modestly high the effect is reduced by the exponential decay function to almost 0. Then the first negative faction gets negative influence and the other three grow to bring the total back to 100%. Repeat for the remaining two factions. I think its possible. So the ultimate decay on the negative factions is probably something like 33% of the reduction expected.
