Started a Frankfurt playthrough 0n 1.31.3 and i found that i don't get any innovativeness from ideas although tooltip says i should get 2. Is it tooltip, me or is this a known bug?
Is innovativeness from ideas bugged?

That's a very specific question. I have no idea. Does it suppose to effect it in any way?
If the game was unpaused, another country could have taken the idea while you were looking at the tooltip. And for ideas there is no grace period
As said above, whilst you were moving mouse to click on it, another tag mightve taken the idea first
Now there is. But it didn't exist in 1.31.3 when I wrote the comment that you quoted
