The Wiki says "yes", but the data files suggest that it only sort of does.

There's about five different checks in scripted_triggers related to religion, and they seem to disagree on which religions require which DLC, with the most obvious example being whether Holy Fury unlocks pagans, or whether only The Old Gods does.

Aren't lots of tribal and pagan features locked behind old gods as well?

Tribes were later added with Charlemagne.
To clarify they where added in the Charlemagne patch, tribes aren't a DLC feature, as long you have access to the religion you can play tribals. The only feature related to pagans left locked is the 867 start date which is heavily pagan focused everything else is available with holy fury.

  • Event 680 in on_action_events.txt (which triggers on_death) will convert your heir to your religion unless the scripted_trigger has_unsafe_religion returns "no", and that scripted_trigger only checks whether pagans have The Old Gods.
  • Various events use the religion_is_playable family of triggers, which also only checks whether Pagans have The Old Gods.

Then those are bugs.

Edit: from a dev

If you have HF, but not TOG, you'll still be able to play Pagans, basically. Would be weird otherwise when Pagan Reformations is one of the main features.
