All dat hate ... seriously...
I'd never go as far as telling there are nö issues. It's Software. There always are issues.
Simple fact is, you cannot be everybodies darling. There will always be Complaints about something and it's the Team's Job to priorize.
Me, I'd consider myself part of the mostly silent majority. I played HoI2, 3 and 4. Every One of them with Mods that extended the Timeline - because I really like the buildup and manage phase at the beginning, the plotting and planning. And the watch the strategy unfold (or Not...:) ).

In all honesty and pink glasses aside, HoI2 only had a cool research system and less provinces (which i somewhat liked). The rest of it was like watching the He-Man Cartoon 30 years later - which I did once. And playing HoI2 after HoI4 felt exactly like that.
HoI3...well...it wasn't bad...after a good chunk of work. The Techtree stuff was cool too, but I liked the Research Teams more. Espionage was great and I loved the Leadership (points) System.
Combat was clunky at best, managing airforce and fleet was...ugly. I hated the scripted stuff based on dates back then and I hate it today. I also despise any attempt of breaking/bending the rules für the AI like "give xxx% Bonus because...". This is done in any game so far (TW Series, SC Series, TA ...). I want the AI to play by the same rules I do. Maybe it's just Mr, nur getting beaten because someone get's a huge bonus because it's the 4th of July is just me. Maybe that's why I don't consider Golf a real Sport...
They did so many things inherently better in HoI4, the only things I'd like back is a more in depth tech tree with my Leadship Slider, Research Teams and Espionage.
I still cannot wrap my head around the fuzz with the lack of fuel and supply. HoI3 is always cited there. Really? I mean, I now actually have to BUILD Tanks and stuff. In Hoi3 I slapped some Icons to build a Division and whenever it suffered losses or a new Type of equipment got researched, the "reinforcements" and "Upgrade" sliders magically took care of it. Now I have TP plan ahead, weigh pros and cons for upgrading and reinforcing because the lines so not work at peak efficiency and so on.

Addon: this is why - as much as I adore and like the new stuff to build - I do not like BICE as a whole. It is too fixated on a preset path, too scripted and the AI only is a Challenge because of some lulz Bonus most of the Time. It IS a great mod, but not for me (yet). Remembers me way too much of HoI3.

No... Hoi2 was very often patched, especially during the doomsday era,
vanilla hoi II was very bad, armagedon was funny but until AOD or DH game dont reach a decent level, even with their cprrent time capacities. Even actal naval warfare is not working correcly, previus versions of naval combat was worng and annoing just an example that shows a big never good developed point.

Number of patches itself isn’t much of measure, especially if patches patch problems caused by previous patches or fail to solve the problem (IIRC world-touring navies took more than one patch to solve, and was eventually cured by simply scripting the AI not to send it’s naval forces into specified zones whatever happened).

HOI2 only received two major expansions. Doomsday introduced an interesting Soviet Union v. US/UK scenario but without anything really in the way of events or scripting. Armageddon introduced an implausible alt-history scenario without any events or scripting, meaning it was only any good for MP (and probably not then either). The tech-tree extensions that both offered were simply “more of the same”. Neither offered the kind of value we get nowadays from DLC.

If they were going to do Doomsday for HOI4 I would expect to see much more than just a 1945 start-date and a minor tech-tree extension. There would have to be at least one new mechanism as well, and events/focuses for the USSR v Western Allies conflict. I doubt they would want to do Armageddon because it basically wasn’t a good idea.
PLZ a doomsday!!!!!!! cold war, jajaja, its posible, check actual cold war mod, its incredible the "solution" they employed for misilistic dutties.
