'Event Buffering' being a term I made up for when an event fires and you don't meet the requirements for your preferred option, so you let the game run without picking any options until you meet the requirement.
An example being: One of the 'Dissidence on the Rise' events as part of Under One Rule's Imperial route has you choose between either making your Luminary worse or paying a decent chunk of Unity. I didn't have the Unity at the time, so I let the game progress until I did, then chose to pay it.
It feels super cheaty to do this, but it's been possible in the game since day 1 and I've unconsciously abused it for my entire time playing Stellaris.
But I've never stopped to ask, is this intended behavior?
