Is culture shift possible in all versions of the game?

Hello,

I really dislike the updates that were made after Common Sense expansion because I d like to keep the game simple. Thats why Im playing an older version. But I am in need of help though because I want to form Prussia as a Dutch nation, so I need culture shift. But I cant see the government tab or any button for it. Does the EU4 Common Sense version not have this functionality and when was culture shift added? How can I change my culture anyway?

Culture Shift was and is possible as long as i can remember, the process changed over time, though.
You either need the culture you want to shift to in your capital (by changing capital), or by having more than 50% of your statet development with the new culture.

Okay thats good. Because I cant see the usual government tab for it. So the old versions have to change capital to lets say Berlin to have the culture of Prussians? Could you tell me how I can get state development? I am currently Friesland and I want to form Prussia. Im a dutchy.
