Anyway, the 0/50/100 idea assumes you only want to pick between 3 options:
Let crime run wild and save money: Set it to 0%
Stop crime from spreading: Set it to 50%
Purge crime nation wide and damn the cost: Set it to 100%
Now these numbers aren't set in stone, if you set it to 30% it gives a better chance of not getting a new crime building each month than when it's at 0%, but it's still pretty likely you'll get one, so you might as well set it to 0% and save your money.
With 50% CS your chances of getting a new crime are about the same as purging a building each month so crime will tend to stay about even. You could set it to 80% and see an improvement in crime purging, but you'll still get new building every now and then.
With 100% CS you'll lose a crime building almost every month, it's still not 100% guaranteed, but if you see a new crime building show up you can be officially considered surprised.
As well as the, the national value "order" gives a random chance to purge a crime building each month, I don't think this is in addition to your normal crime removeal, it just helps. So if you fail the normal crime roll your order trait may kick in and remove a crime building anyway, even if you have 0% CS. As far as I know, you can only gain or lose one crime building per month, so it can take a looooong time for a large country to purge all their crime.
Note that the CS slider's affect on revolt risk is linier, so any setting will affect it. RR is 100% at 50% CS, 150% at 0% and 50% at 100%CS.
