If you go to a later save, 1700+, you will see Spain with 500+ naval FL and Great Britain with 200-ish. All this from Castille's huge colonies. This seems quite excessive, but I don't find anyone talking about it. What gives? It seems like colonial nations give like double their own naval forcelimit to the overlord...
