Is Clergy Promotion Broken? Or do I not understand something?

I too noticed that the demand for tea is totally OTT. Getting tea is number 1 priority for conquest or SOI lol. Weird, to say the least.

Atleast make it so you can substitute coffee instead of tea. Perhaps a cultural preference setting so that a pop demands either coffee or tea so that there can be some variety in where to SoI.

I would wager that the issue of getting clergy has to do with low literacy. The lower the literacy the harder to get new, and indeed keep the old, clergy. If you care you could try this out by playing some civilized German state with high literacy. I doubt you will have any trouble with getting clergy.

I can confirm this. I have not experienced this problem as Würtemberg (in fact until reading this, I didn't know it existed) and I did very littlke to maintain my Clergy. I didn't have Tea either, but it didn't matter, since the decay was very very slow and barely noticeable. Würtemberg starts with 80% Literacy.

As Two Sicilies, I had no problem getting clergy, either. I spent less than a decade getting to 2% at home. (I could have gone higher, yes, but I decided to let education spending do the rest.)
