Just a question that's crossed my mind after reading some stuff in the 1914 forum. Is it possible to be at peace with a nation and have them restrict access to their canal? I'm thinking of a possible situation where a psedo-nation could be in control of Colon, barring access by any nation through the Panama Canal until 1914. This would essentially represent the Panama Canal being unbuilt. An event could easily be created that allows access through the canal by turning over the territory to the USA.

Is this hardcoded? If not, where can this be edited?

Interesting. I guess you could create a nation that is in an alliance by itself - thereby blocking access to the port. I'll test this out sometime.

Edit: After testing, the Panama Canal will allow access to anyone to whom they're not at war regardless of alliances. It seems that the Bosphorus is a special case. Can I recreate the Istanbul restriction in Colon?

So sad. It would be fun to give England the ability to "close" its Suez Canal during Italy's war with Ethiopia. It was an option at the time, and it had been done before during the Russo-Japanese War.
