I usually play with historical focuses off and I know that the AI goes crazy on alt-history, but since NSB it's just retarded. For example: most games I have played UK goes either fascist or Kings Party but it takes them well into 1940 to actually pull through with their path every single time because they go for focuses that they really shouldn't take. Then the major wars have kicked off and it's basically WW2-scenario - because Britain is still democratic and guarantees everyone - but with a serious handicap for them, like fallen government. Same with France. It doesn't even matter what path France chooses because it cannot get its focus order straight until '38/'39 and then they get bulldozed by Germany or even Italy (preferably during a CW) because of guarantees. Germany stays a Military Junta for ages after the CW sometimes even up to '42.
Rarely had this kind of BS before NSB, now it's the norm. Whatever it may be that was done to AI decision making regarding focuses, maybe it should be revisited. Also US going interventionist every.single.time. and creating factions willy nilly is annoying af.
