Is Ai competent enough to build airfields and infrastructure?

Is Ai competent enough to build airfields and infrastructure?
Is seems like i always win, because the ai dose not prioritize repairing infrastructure and building airfields, so it never has supply and it just dose not seem to care about the plane limit on an airfield or the supply limit.

If the AI doesn't respect airfield and supply limits, then dropping everything to build more infrastructure and airfields isn't going to help. All that does it raise the limits, which can always be overloaded.

(Same point about allies. Rather than throwing in more troops to help a front, the "is it more valuable to commit troops here or there" calculation needs to take supply limits into effect, so that unsupplied troops have no value -- better yet, negative value, as they're taking up supply room others were using.)

The fix for those issues isn't to build more; it's to respect the limits.
