Victoria does not include a tutorial due to the interest of keeping piracy low and thus making buyers of pirated copies more difficult to learn how to play. Nevermind the "legitimate" customers who feel that having a tutorial would surely help how to play...

There already have been many arguments about this position....

Not true.. Tutorial was skipped, because in general I have about 20 man-months of programming to put on a game, and the tutorials usually eat about 3-4 months..

NO!!
No way they are getting away this time.
Will put them in front of a court as soon as we can figure wich one is apte.

There is NO manual.
The paper sheets (in color) in the box is NOT the manual of the game "Victoria: an empire under the sun".

But what is it then?
Color paper?
Its a juridic document. If it wasnot there we could have ask for a refound because the product was found incomplete.
I am not keeding.

Juridical: 1) of or relating to the administration of justice
2) legal

from Merriam-Webster Dictionary

not quite, and unless you live in Sweden I doubt that you could take them to court yourself (I admit I know nothing on Swedish law and very little of the application of law between two countries). Anyways, almost any judge would throw your claim away, as the manual is for 1.00, and it is only due to massive changes in versions after that (keep it up Paradox) that make the manual less useful. And downloading patches is your choice, not Paradox or Strategy First's (or whoever publishes where ever it is you are).

The game is complicated and requires work to get used to. There are also a lot of areas where no one really knows the answers, or exactly how the game works. However, given a choice between greater documentation, tutorials, or other means to make it more accessible, or more features, then I'd prefer more features.
