Mirc is the most used and arguably the easiest IRC client for Windows.
Once you've started the client, the first thing you have to do is enter your nickname, and an alternative if it is taken.
Method 1)
Then select the quakenet server closest to you from the list of servers and press connect.
As soon as you have connected enter #heartsofiron in the popup and click join.
Method 2)
Just close the window after you've entered your name.
Enter /server irc.quakenet.org on the commandline.
Once you've connected enter /j #heartsofiron
Note: while IRC is realtime, do not expect everyone to answer the instant you ask a question.
