Iraq and Iran invite themselves into Axis (no player involvement as Germany)

Issue and some notes.
Mid 1944, playing as Germany I suddenly have popups to say that USSR has declared war on Iran and Iraq. Immediately after I have popups saying that Iraq and Iran have joined my war against the USSR. Iran and Iraq are now in the Axis.

I am the leader of the Axis, why and how did Iran and Iraq join my faction without me inviting them? I do not want them in the Axis and they have no gameplay or historical reason to be in my alliance.

In the USSR NF tree the AI has chosen the 'southern focus' that gives them war goals against Iran/Iraq.
"Historical Focus" has been checked on since game start (1936 start).

Mods.
Only mod is the "no mans land" mod that makes some parts of North African desert impassable.
