I'm a new player playing as Japan and I really want the fascist countries in South America to join the Greater East Asian Co-Prosperity Sphere. I've focused on Venezuela and have a long-term oil trading relationship with them, guaranteed them, signed a non-aggression pact, improved relations, used spies to apply diplomatic pressure, and the world tension is at 100. All of this has put them at a zero modifier to accept the faction invite. Is there any way to get the additional +1 so they will accept or is this basically impossible to achieve unless Venezuela ends up at war with another country?

I didn't attack Colombia because I didn't want to drag the US into the war any earlier than I had to. Mexico did join the Allies before the US did but that wasn't enough sway Venezuela.

I don't think Venezuela should easily join Japan but I think it should be possible if you devote enough resources as Japan. Also staged a fascist coup in Brazil and they don't want to join me either. I love that you can do that but what's the point of overthrowing the Brazilian government if the government I supported won't align itself with me?

Generally factions are for war and getting members in peacetime is difficult to impossible. But as war starts and tensions rise they should be eager to join.
