I suggest to change "invite noble" decision: before trying to create new character with religion/culture of the leige, the game MUST first try to find in the world an existing character (with the same culture/religion as the liege maybe with additional criteria) that would agree to move to the new court.

Criteria for candidates to move are:
1) Same religion and culture as the new liege
2) Has no titles and not married to person who has titles
3) Is not married matrilinearry
3) Is not heir to any title
4) Is not at court of holy order
5) Is not celibate, monk, eunuch, blind or imbecile
6) Is not imprisoned, infirm or incapable
7) Is not older than 40 years
8) Dislikes his current liege and likes new potential leige

If such character exists, he moves (with his family) to the new court and the decision costs nothing.
If there is no such character, the new one is created (as it is now)

Why is it good suggestion? Because it reduces number of characters in the game for the long run thus improves game performance.

Subject to how many people are in the court otherwise (it shuts off if courts are large), the game automatically spawns one male and one unmarried 'fertile' female, so there are people to be on councils, be on army flanks, and get married to.

Is it hardcoded?
It looks like it is not. At least I cannot find it anywhere.

So I guess in this case I could add to suggestion:
1) Make new character generation softcoded.
2) Not only try to invite existing character instead of creating new one for small court, but also always try first to find existing characters when leige generates baron for a holding or when a rebellion (not peasant rebellion) is started and leader for the rebellion is neaded.

This sounds like a wonderful idea to me. Not only would it help reduce bloat (as you noted), it could allow the player to perhaps recreate events like William the Conqueror's invasion, gaining the support of some relatives of Breton and Flemish nobility.

Yup. +1 as well.

Besides, the invited nobles would occasionally get their claims pressed or receive land somewhere and thus prolong their dynasties (even as lowly barons) as opposed to being subjected to court population limits and ending up childless and the dynasty dying out.

Another addition: Why not nominate new bishops and mayors in the same way. Only that additionally mayor must be Lowborn, and bishop must be Lowborn and not married (if his religion does not allow that).

There are two obvious issues with proposal as a whole. The first and most important is performance. Searching a database (and other database actions like moving records) takes processing power & everything counts when it comes to game speed. This is why CK2 tends to spawn & despawn characters instead of moving them around. Or put more simply, it is actually less computationally efficient to find and move an existing character than to make a new one.

The second is that especially at barony level, the religion and culture restrictions do need to be taken seriously. Realistically nobody is going to appoint a german mayor to an italian city simply because they were a courtier 20 years ago - in practice it would come from the city, from that pool of previously unimportant people one of which is now important. Remember there are actually thousand of nobles, burghers and priests that the game isn't representing because it would simply be clutter.

Interesting idea, perhaps one does need to promise something in return. So actually invite them by giving a title, naturally they'd be more motivated by a duchy than a barony. It probably shouldn't allow you to invite everyone, but it should be enough to change a slightly negative opinion into a positive one.

@Grigorii: I disagree, that a bishop and certainly archbishops should be lowborn. At least bishops form the comital rank or above would either be from the aristocracy/elite (younger sons of the nobility) or have risen through the ranks as a lowborn.
