How do you get countries to accept the investment schemes? Every single time I try to do it I get rejected, my stability is absolutely tanked now

Even having 100 relations which a country doesn't guarantee success. Even then, it seems to be more like 50/50. It's risky, not sure how I feel about it. I generally dislike RNG.

I made a similar thread about it, at 90/100 (Germany, Brittain/France) opinion I still got rejected 8/9 times doing the 75pp one. I think the 150pp one is better but it's still very unreliable
