Hmm, I have certainly had lots of negative prestige in my games and I have been able to get inventions. I'm not sure about the rate though, I always assumed it would be faster with positive prestige values but never tested how the system works. Running 1.03 btw.

And I started running at negative prestige in 1847, when I backed down in the Slesvig question event. The first invention that fired not long after that was the Precision Work invention, enabling me to build a machine part factory, and start industrializing.

How negative was your prestige? like -1 - -100 or a few thousand?

The first hit gave me -50, bringing my prestige to something like -30. Then I took another -50 hit, and a -200 hit for not going to war over the German Unification. Together with prestige hits from random events that gave me -320 at that point. I played that game (it was my first one) to the end, just to see if I could get back to positive prestige.

That game ended with me having something like -65 prestige.

In my 2nd test game on invention did fire right as I got the tech, at -8000, but several others never did untill the game crashed in 58 (darn alpha VIP). Maybe inventions DO come in order of prestige.

Was there ever any reports of an inventions bug in 1.03? I only just found out that you can build dreadnoughts, the reason being that in my game as the UK I got all the techs, the naval ones first, yet by the end of the game the most powerful ship i could build was still the battleship. Would 1.03b fix this problem? (no prestige problems of course)

I think this is a case of just bad luck.

I have played GC's as Austria with both 1.03 and 1.03b, and was able to build dreadnoughts in all of them. Well, at least those where I emphasised on naval tech research. ;)

Just as with the 'elections does not happen' problem in Hearts of Iron, the given implementation for invention triggering means that there is a small chance that an invention will either trigger decades after gaining the tech, or never at all. There is not something like a failsafe date, at which you automatically receive the inventions that haven't triggered upto that point. That was the implementation model of Imperialism for inventions. That one guaranteed the availability of an invention no later than a specified date in the game's db files.

Hmm, now that you mention it: inventions did strike me as being at least more irregular since I've upgraded from 1.03 to 1.03b.
Before the upgrade inventions seemed to trigger within at most 5 years or so after discovery of the corresponding tech; since 1.03b they appear to often take far longer than that.
I haven't timed it so it could merely be an impression and it might indeed be simple bad luck, who knows. But still, crucial units and esp. prestige inventions always seem to arrive late since 1.03b :(
Oh and FYI: I was #1 prestige-wise most of the time, though I did have a couple of close competitors.

In my current game (sweden GC, up to 1851) I've been paying more attention to the triggering of inventions. Industry seems ok; most inventions trigger at tech discovery or shortly afterwards. Naval, army and commerce are sort of fine; so far inventions have triggered within 5 years at most though it often did take several years.
Culture's another matter: I had finished researching three prestige-increasing techs in 1837, 1838 and 1840 for a potential 8 inventions, in 1851 only 3 of them had triggered (two for 50 and one for 100 prestige)

Note that I've been 2nd (after UK) prestige-wise since about 1842. However, UK still has nearly 3 times as much prestige (for now :D)
