I recommend you save up some gold and spend your monarch points on developing. Later on you can use gold you saved to embrace institution.

To check why an institution is/isn't spreading in a province click on the institutions button (a small open book like the one at the top left of the institutions screen) on the province view; it's near the building menu button. Hover over the little green number above an institution's progress bar and it will show in green every reason that the institution is spreading in the province and in red every reason that the institution could spread in the province. I can tell you off the top of my head that renaissance only spreads into neighboring provinces or ones that are located in Europe and have at least 10 dev.
