I've been having some ideas about a few major changes in how leaders works. The current system I find a bit lacking and unintuitive. For example, why don't all planets need governors? Instead I've been thinking along the following lines:


Having only a ruler and sometimes an heir feels a bit weak for a massive space empire. Why not have a rulers cabinet of ministers and such?
For example, a minister of expansion, minister of defence, a minister of finance, a minister of justice, a minister of sectors and a minister of research and education.

Names of the positions could differ between government types for flavor. Also, you should have a cabinet from the start. Democratic empires would have the cabinet replaced if another ruler is elected. Dictatorships would have a cabinet at start and would have them replaced for free only upon on death. You would still be able to alter the cabinet, but it would cost influence to replace a minister.

Same thing with governors. Planets would always have a governor that would be replaced at death. They would not be tied to elections but could be replaced manually at the cost of influence.

Heads of research would remain the way they are. Same with military leaders. These leaders together with unassigned ministers and governors would take up leader slots. The remaining ones, being mandatory, would not. An interface function for swapping of governors or ministers would be needed.


This would be a good foundation for expanding the political and diplomatic side of the game, having planetary governors being swayed by factions or possibly even leading them. Same with ministers also being able to be influenced by powerful factions or perhaps even by other empires.

To make it more flexible and creative. How about you can have any number of minister between (lets say) 3-7. Depending on what ethos and government type you have. Some ethos and government types have obligatory minister like Militarist ethos must have a Army minister and a Navy minster while pacifist must pay extra influence points to have a one of those two ministers. Total amount of ministers types are more then possible minster slots so you must chose what you need most and not pick everything.

And about governors, YES, I agree to 100%...
