I saw this in a mod called "Victorum Universalis" and really liked it. Basically, some provinces like the ones in Texas or Louisiana couldn't be colonized until Age of Absolutism, the American East Coast until Age of Reformation, Australia probably until Age of Revolutions. This was simply a province modifier, so if the devs were to add it to vanilla EU4, it would've been needed to be added province by province, but the devs probably have enough time to add this anyways.

This would be a really great addition to EU4 and would make the game more historical (no more English Texas or Canada in the 1500s). This modifier would probably only affect nations in the Western (or maybe some more) tech groups, so it wouldn't stop Majapahit from colonizing Australia for example.

A better way than to arbitrarily make it impossible would be to add stuff like diseases.
there are really interesting mods and suggestion posts about that : malaria or yellow fever could decrease the speed of colonization in some areas to drastically slow down colonization.

Is there really a need to do that, though? A lot of the complaints about "the AI colonizing too quickly" is basically the player wanting to show up a century late to the colonization party and still find free real estate still available.

The problem with this idea is that you're limiting colonization to the time when someone built a lasting colony somewhere, rather than when someone first tried. It would be like saying that because no one unified Italy during the period, we need to hard code the game so that it can't be done.
What you really need is some way to make colonization more difficult in the early game.

I don't like these sorts of recommendations for how to reduce colonialism to reasonable levels, as someone who plays a lot of games outside of Europe. For example, playing as say Majapahit or Tidore it wouldn't make sense to be barred from colonising Australia until so late in the game (especially if you're including Papua). It isn't far nor difficult to reach for them.

At least with a disease provincial debuff you could give countries within these areas edicts or some such to remove the harmful modifier.
