This is a suggestion of how to handle the sometimes very bland culture system which currently are in place.
Create the possibility for a province to have a minority culture. Feautes to this system would include, in case a country conquers provinces with it's own culture (or culture group?) as a minority, that would lead to a quick replacement of the previous majority culture. The previous majority becoming the new minority.
Examples being having armenian as minority culture in western armenia/eastern turkey.
Finns as minority culture in the finnish provinces with swedish population.
Greeks in various provinces in anatolia.
Romanian in transsylvania.
Dalmatians (Italian culture group) in Dalmatia
And many more.
This could also be the cause for missions or casus belli tags to liberate an oppressed minority. Perhaps also trigger a risk for revolts in the provinces.
A system based on this principle could go from very simple, but yet rewarding feature to being a much more in depth mechanic eventually creating possibilities for whole new states such as Assyria being liberated from minority groups in northern Iraq.
By no means a perfectly developed idea yet, I think the basics wouldn't be too hard to implement.
