The nation forming decisions are often complex ones, with multiple clauses and plenty of provinces to keep track of. I think that it's time to move the whole thing out of the decisions and give it a separate interface.
in said interface you could clearly see all the requirements for various nation-forming decisions neatly organized.
Opening the interface and selecting the formable nation would highlight it's required provinces on the map as well as provinces that the formation would give you claims on.
(obviously this interface would not replace missions, I just used it as background)
You would select one from the list of available nation-forming decisions and it would display special requirements and special effects.
The big thing is the map. It can become really annoying, trying to keep track of the provinces you need to form eg. Hindustan.
