What i lack the most from your productions are the reason for a war. It's never been the custom to just go to war all of a sudden, there is a reason for it. I assume this is underneith the casus belli option. Or rather you'd have a reason of war and thus less belligerence both inter- and nationally. However even Ceasar and Djingis Khan had a reason for war albeit to be first man of rome or that the chinese suppressed the mongols.

This casus belli i belive will if enhanced be a great leap towards making the game "come alive".

I'd like casus belli be enhanced with 2 things, National and Personal.
National would be for example that the Brittish main goal was to keep europe as it was without one single state becoming too powerfull. A national CB would thus be that europe has one major power that has grown too much, for example france taking the italian peninsula or Germany unificated without a strong french army.
Badboy and Casus Belli is an oversimplification that hinders the game experience too much i think.

Secondly the personal reasons, a ruler should have a personal history that creates personal reasons for both starting wars and how far they'll drive them, e.g. fight or die like. Louis XIV (sounds like CIV) for example is said to have heard about ceasar and alexander whilst a young boy a lot and thus became bent on becoming the next great man. King Charles II of england was a catholic at heart and thus sided with catholic nations and automatically supressed the protestat people regardless. Although on the surface this is more applicable to EU than Vicky, the same system should be employed in Vicky since the reasons are probably the same but the way's were different in the post napoleonic europe.

Or consider this, since DoW wasn't reallly just a button to be pressed, if yopu'd remove that button totally how would you make wars happen?

And Intervention, intervention intervention. Kick on the guy lying down!
The AI should , and must gang up more often than it does. That is almost always a great excuse for a war;
- he bad man, he short (like napoleon who was in fact average for the time) , we hit him (ouch too much terry pratchett).
This would make wars more unforseen, now you can tell what will happen, which makes the game pretty much booring after a couple of hours.

To recap.
Casus Belli should be expanded into national and personal inclinations. Or long term and short term reasons.
Wars and unbalance (badboy) should be expanded with interventions in ongoing wars.

Did you totally miss out on EU3 or something? The HttT Casus Belli++ system does what you want better than you want it, and without the absolutely merciless lack of humor that your post displayed.

Since Ticky is going to be using the HttT CB++ system, I doubt you'll lack rational reasons or comprehension of the war needs of the state.

Plus, the goofy scripted stuff you want is already included in the form of Great Power Wars, which you can start off if you're dropping out of the big boy league (among, quite likely, other reasons), Sphere of Influence conflicts and tons of other stuff that you'd already know about if you had checked the Dev Journals.

Also, if you were one of my POPS, I'd be p pissed at the Clergy, tell you what!

I would still prefer great powers joining any war with their own status quo CB, but I guess it would be hard to balance.

Well as I already stated numerous time, I don't mind abuses as long as Vicky 2 won't be official sport. This is a game and not an ethical simulator :)

EDIT: And IMHO if declaring war can bring such positive results to be called abuse, than the system is not balanced. Hence my first post.

See this is the 'slippery slope' in action. People said 'why not include sell province for convenience, we can just agree not to abuse it in MP' and I agree. You have to draw the line somewhere though and I draw it at major diplomatic features which threaten to turn every pissant brush war between Wogga Wogga and Um Bongo into WW1 if players don't explicitly agree not to exploit them.

But that is the way how great wars can start. Even minor diplomatic issue can turn reall ugly when both sides want to fight. I woudln't call Austria v. Serbia encounter to be major too. That would only make your position less secure and force you to always keep army as protetcion or have powerful allies. Either that or stop medling in world diplomacy. I don't see this as exploit or abuse at all.
