What i lack the most from your productions are the reason for a war. It's never been the custom to just go to war all of a sudden, there is a reason for it. I assume this is underneith the casus belli option. Or rather you'd have a reason of war and thus less belligerence both inter- and nationally. However even Ceasar and Djingis Khan had a reason for war albeit to be first man of rome or that the chinese suppressed the mongols.
This casus belli i belive will if enhanced be a great leap towards making the game "come alive".
I'd like casus belli be enhanced with 2 things, National and Personal.
National would be for example that the Brittish main goal was to keep europe as it was without one single state becoming too powerfull. A national CB would thus be that europe has one major power that has grown too much, for example france taking the italian peninsula or Germany unificated without a strong french army.
Badboy and Casus Belli is an oversimplification that hinders the game experience too much i think.
Secondly the personal reasons, a ruler should have a personal history that creates personal reasons for both starting wars and how far they'll drive them, e.g. fight or die like. Louis XIV (sounds like CIV) for example is said to have heard about ceasar and alexander whilst a young boy a lot and thus became bent on becoming the next great man. King Charles II of england was a catholic at heart and thus sided with catholic nations and automatically supressed the protestat people regardless. Although on the surface this is more applicable to EU than Vicky, the same system should be employed in Vicky since the reasons are probably the same but the way's were different in the post napoleonic europe.
Or consider this, since DoW wasn't reallly just a button to be pressed, if yopu'd remove that button totally how would you make wars happen?
And Intervention, intervention intervention. Kick on the guy lying down!
The AI should , and must gang up more often than it does. That is almost always a great excuse for a war;
- he bad man, he short (like napoleon who was in fact average for the time) , we hit him (ouch too much terry pratchett).
This would make wars more unforseen, now you can tell what will happen, which makes the game pretty much booring after a couple of hours.
