If your neighor was struck by Civil War, you should be able to intervenne into that war. There will be a message with three options:\
1) Intervenne on Rebel Side, 2) Intervenne on Government Side and 3) Do not intervenne.
When you intervenne on Rebel SIde, this will mean that you will be allied with all Rebel Scum that rebels in-that-nation-that-is-in- civil-war's province. Also, this means that you are in war against that nation and everyone that intervennes on Government Side, but allied with everyone who intervennes on rebel side.
When you intervenne on government side, this will mean that you are allied with everyone who also intervennes on government side, also this means that you are allied with that nation, but eventually fight with Rebels and their allies. In reward, you may demand money or provincies...

Or at least give us the ability to join a war on either side, sort of a warpact. Then we could at least do something to help those newborn nations.
I think that maybe this is a better way. It would be difficult to ally with a bunch of peasents that just hates everone that wants to tax them. When they gather around a leader that can be negotiated with, thats another story...

Yes-sort of "extending diplomatic recognition" as it were, something Lincoln was worried about, and the South truly wanted, from certain countries in the Civil War.

A nice idea, but one that might hamper the AI again. So what!:D

Not if the AI will be improved as we all know it will be:)

Can't be that difficult though: AI wan't to go to war with coutry A + AI like country C that is allready at war with coutry B = AI joins war on C:side. Or AI is losing the war -> ask friendly country C to join the war. If it does not want to, sue for peace.

That's the whole problem with civl wars: what the heck are they fighting for??? Religious aspects? Nationalistic aspects? Ethnical aspects within a nation? So joining means knowing and knowing means having to manage a **lot** of data. Please keep in mind the level of simulation Eu2 is trying to operate at. Not too many details, although it can be done using classes of civil wars:
- FRACTION X FIGHTS AGAINST RELIGIOUS OPRESSION. Religion Fraction X, State Religion Y. Do you wish to join? This limits the options!

PS: don't forget the "join holland" option, don't we all want to join Holland :D hehehe ;)

common cause

I like this idea but there should be some reasonable requirements before you are allowed the choice to intervene:

#1) (most important) you can only intervene when the nation facing civil war is your direct neighbor, you share a common border. This is the same rule as being able to diplo-annex only a country you share a common border with.

Otherwise, why the hell does Austria have the right or reason to intervene in a civil war in Korea when Austria hasnt even sent foot into Asia at the start of the era??

#2) you are allowed intervention choices if you meet at least ONE of the following requirements:

- you are at war with the nation facing civwar
- you have have fought a recent war (within 5 years) with the nation facing civwar
- you are an ally or have royal marriage with the nation facing civwar
- you have a vassalage relationship (either vassal or master) of the nation facing civwar
- you have a Casus Belli on the nation facing civwar

example #2 is called 'common cause'. A nation does not brashly send troops into another nation to help out with a civil war unless there is a relevant cause to do so. There must be a relevant case as to why you are even THINKING about sending forces to join one side of a civil war.

If the nation in civwar is your current enemy or has been a recent or traditional enemy, then you naturally have common cause to help the rebels break his nation apart.

If the nation in civwar is your longtime ally or vassal, then you have every reason to join the war and help your ally crush the rebellion.

Finally, joining a civil war must significantly affect your diplo-rating with the nation involved.

** join rebel side = diplo rating drops tremendously with the government nation. they hate your guts because you want to help the rebels destroy their nation apart

** join government side = driplo rating increases dramatically with the government nation. they love you to pieces because you are helping save their nation from a serious rebellion

Yes I agree on the choices proposed:

1) intervene on rebel side
2) intervene on government side
3) do not intervene

Elegant and simple. I like it!!

No, we don't!:D

Intervention in a Civil War by foreign powers was not an every-day occurence, many of the most notable exceptions following just the pattern/conditions suggested by Suleyman.

Although the requirement could possibly be "same continent" rather than "common border"-otherwise England etc. could be slightly hampered!

you should NOT be able to just intervene with all civil wars, raging around. There should be a condition to meet.

Also, I would like to make a difference:

- you join the war at the side of the rebels, YOU declare war on the goverment. You can send your troops over the border. But you can not capture provinces for yourself. You fight for the rebel-cause.
- you join the war at the side of te rebels, off the record. Rebel troops get weapons, leaders, training from your nation. The peasant armies are transformed in rebeling troops. You armies may NOT cross the country border. In theory, you stay out of the war.
- you declare war on the ohter country, doing wathever you like. You can capture provinces,
- you join the government, allowing you to send in your troops and fight the rebel armies.
- you do not intervene,
