intervene in mexico

playing as spain, I got the option to intervene in Mexico in 1861.
I occupied Mexico city then France gained Mexico as a sattelite.
It didn't think this was right since I occupied most of mexico including the capital, so I reloaded and tried again.
It seems that France will always get mexico as a sattelite through the "emperor of mexico" event no matter what I do.
Is this WAD?

Yeah, since Maximillian was installed as a French puppet. We can't really check who controls Mexico, so it's just given to the historic satellite master (France). Perhaps worth reworking for whomever controls the capital in non-AI circumstances though.

Why do nations other than France get the chance to intervene in Mexico? Historically only France did, although I'm unsure whether other nations were considering it, but regardless, shouldn't they have less of an AI chance to intervene even if they are offered the opportunity?

EDIT: Oops.. Spain and Britain did intervene in a limited capacity at the beginning of the intervention, but pulled out once they realised France had further ambitions than merely to collect debts from Mexico. Maybe events could be altered to model this? Although I know how busy the VIP team are, just my random comments
