Calipah,
I've entered these and retained berber as a separate culture. If there is pressure for cultures slots further down the line, then we can always re-visit that (along with Scottish and Kurdish).
With this list done it leaves the following provinces having berber culture:
The Baleares
Mdennan
Azaouad
Do you want these to stay berber?
Matty
Baleares should become andalusi as it is culturally and historically more amiable towards al-Andalus (and most of the time part of it anyway

)

Of Persian origin, he gained status in the Abbasid court and became the High Master of the Malahi (Pleasure Halls of the Caliph).He was not only a composer of poems but also a humorist and was known to travel around the Arab World collecting jokes and funny stories, accumulating them into his most famous book 'Fukahat el-Arab wal-Ajam' - The Jokes of Arabs and foriegners.When he was travelling to Alexanderetta to visit a friend, he was captured by Romans and was taken hostage to Constantinople.There, he was able to gain his freedom by entertaining the Emperor whilst mocking the Abbasid Caliph.Of course, when he returned to Baghdad, his insulting humor was not taken lightly by the Caliph, and he was exiled to Persia where he died in 1553. During the late 16th century, Damascus was a growing center of Medicine and surgery.The printing press had allowed the works of Ibn Sina and al-Faribi to be distributed amongst a wider spectrum of people.New techniques were hailed from the west and applied in Bimyastans(Hospitals).In this atmosphere of Scientific frevor, a young Arab from Halab found his passion in Medicine .He went by the name of Hisham from the lowly house of Manfalouti. Excelleing in his schoolwork, he attracted the attention of Abu el-Huda, a noble physician.El-Huda took the boy under his wing,and Hisham emerged a well reputed doctor.Of course, Hisham's intrest forced him to the road.From Constantinople to Cordoba, he studied with zeal all existing Medical treatise, and when he returned to Damascus, he was an authority in all branches of Medicine.He penned down countless books and tomes, introducing new theories in anatomy and doing away with popular beliefs in Medicine such as the assumption that plauge depended on foul air to spread.Rather, Hisham attributed the spread of plauge to the lack of hygiene.He was laid to rest in 1632 and on his tomb the honorary title was inscribed 'Here lies the Father of Medicine, may God Heal his Sins as he Healed Man's injuries'. The most important of these administrators was Ambsat of Granada, a Jewish minister who served as finance minister and chief advisor from 1478 to 1481. He succeeded in balancing the books, and went a long way toward turning a hugly ram shackle state into a unified authority, starting with serious tax reform. He also caused legal disputes between Christians to be resolved according to Catholic rites and not Muslim courts. Finally he encouraged endowments to schools, scholars, and pious institutions. Nevertheless, Christians resented him because he was a Jew, and Muslim nobles resented him for imposing more taxes and restrictions. When Mulay Abu-l Hasan was off fighting Christian rebels in the North, the minister's enemies arranged for his death, depriving the state of a truly great administrator."
