Self-explanatory. Basically I needed message popups for really important decisions (that is, any decisions that has major = yes in its code) like my mobilisation decision I modded. I wanted to know if a country invoked that decision, as it increases manpower limit and land force limits for the country that invoked this decision. We already have a message option for ALL decision, but the problem is, that meant spamming my message icon window with messages about routine decisions like Blasphemy Acts, Acts of Uniformity, etc. that isn't really major decisions I'm interested in knowing about. I believe that with this implemented, it would allow us to better filter information for important ones, especially about decisions.

Agreed. I want to know when someone forms Prussia. I don't want to know that someone has Introduced Jizya for the 26th time. This should be pretty easy to implement, since decisions are already marked as major and there's a similar message setting for major events.

Right, there were instances where AI countries formed a new nation and I didn't even know about it until later because I didn't have message popup/icon enabled for decisions due to its spamming potential. Now I have that enabled now, though, because of my mobilisation decision mod, given how important it is to know about enemies massively increasing their force limits/manpower but I had to put up with spams from routine/unimportant decisions from AI countries as you and I mentioned.
