Monarchist Portugal has some potential too, although they start of with barely a navy. You do however get some old ships from Brazil if you do the union, and you can expand and build a bit. Also there's a decision to buy ships from Britain or Italy.

You can't refit your ships from Brazil though for some reason, seems like an oversight.

Sweden?

It sort of depends what you mean by a middling naval power. A couple of these suggestions are major land powers that have a middling navy thrown in. Those can quickly become more serious naval powers with a dockyard push and submarine swarm.

Holland, Spain, Turkey, Sweden, Canada and Brazil.
I'd hesitate to recommend Spain personally given how the SCW kinda dominates your entire pre-war phase where most other naval nations would look to modernize and expand leaving you to play catch-up.

Whilst Turkey is interesting aren't their naval foci the worst for the entire BftB expansion? Few dockyards and almost no research bonuses?

Australia can be fun as well, although I'll admit bias. Canada, if it turns its emphasis to it, can also do well with the ships, as can India. Be sure to focus your tech and builds though - trying to get all the tech with fewer slots (and later) will make it tougher.

The Paradox design team bestowed HoI4's Canada with powerful research focuses for cruisers and destroyers.

CAN has 2 focuses that give CAN 2.0 year ahead of time research bonuses x 100% (IIRC) for cruisers (light or regular).
CAN has 1 focus that give CAN 2.0 year ahead of time research bonuses x 100% (IIRC) for destroyers.
This allows CAN to have 1944 technology by 1939 or earlier.

Couple this with CAN superior military high command (particularly in the ASW realm) and a player can have fun ("fun" ? t'is subjective) sinking German U-boats.

The big-picture concern is that the designers don't take into consideration game balance. Each iteration of the game sees the designers infusing more and more capability into the game. This leads to the vestiges of earlier designs (e.g. SOV focus tree) paling in comparison. (This paragraph is at odds with another Paradox customer who stated that Paradox game designers at Paradox and their studios are too concerned about balance at the cost of fun.).

That being said, Canada has much naval potential in the vanilla version of HoI4.

And CAN is a fun ASW nation to play in multiplayer when GER goes all-in for a U-Boat strategy to attempt to strangle Mother England.

Whilst Canada and Australia can certainly get some rather decent research bonuses they quite pale compared to a number of newer focus trees.

In particular they really lack boosts to capital ships. Heck even New Zeeland can get enough time ahead bonuses to grab 1944 CVs early unlike Canada or Australia ( building slot space for dockyards and lack of natural resources aside of course..), most of the Commonwealth also severely lack in natural resources. Especially certain ones like for Canada being locked to staying with Brittain.

You can of course build as significant navy despite these drawbacks but I feel like this holds them back a lot more than they should be.

Forget allied navies. With UK and US on your side you’ll be lucky to engage a cargo dingy shipping rubber chew toys (cough) out of Hong Kong

The non-allied suggestions are top choice for sure, especially if you can get one of them into the axis against said navies of the UK/US. You could walk from Greenland to Scotland without getting your feet wet. :D
