I just thought id play a hands off game (as Cuba), and monitor the AI and its IC production. The game proceeded typically.

The Following is base IC data for
a) Jan 1 1936
b) Sep 1 1939
c) Jan 1 1941
d) Jul 1 1941

USA - 256 / 293 / 327 / 370
Sov - 161 / 171 / 197 / 197
Ger - 144 / 180 / 196 / 200

As the debate often continues on whether to build IC and how much as various nations i thought some might find it interesting to see how the AI performs.

I don’t wanna be rude or anything, but you can’t say that these figures just represent IC building. First of all research increases the amount of available IC. Second, certain events will give excess to extra IC. Third, conquest will also give a nation extra IC. Fourth, land lease. Fifth, better laws. I know this because once I tried to follow how much IC I build as the USA and after a while realized I couldn’t use the numbers at the top of the screen, because of all the things that influence IC.

If I look at the figures in your post, I’m pretty sure that GER increase is mainly due to research, better laws and conquest. SOV increase is due to research, better laws, land lease and, was it, the Motherland event. The increase of the USA is probably partly due to the construction of IC. But losing the effect of the New Deal, preparing for war, etc, is also a major contributor. As is research and better laws.

And I haven’t mentioned the effect of pratical and theoretical knowledge. For example GER can build any average division a lot cheaper as the USA in 1941. So the amount of IC IMHO doesn’t mean that much unless the difference is excessive and the country in question also has the MP to actually use the available IC to full effect.

But I guess you’re right, it’s an endless debate ;)

I *have* seen the Soviet AI build factories from time to time - since the USSR is primarily the country I play, sometimes I check in on them to see what they're up to out of curiosity. I think the biggest run I ever saw it doing was 5 factories at a time.

Do keep in mind that base IC is increased by conquest. Base IC counts all IC you own before we start talking laws. I suspect that AI Germany is just puffing up base IC through conquest.

The USA and Soviets AIs will build IC. The USA AI in particular is a beast.

I just presented the data so that you can compare what the AI does with your own versions. The game ran normally. For example there was a ongoing debate at one time about how much IC to build as the Soviets. The consensus seemed to be 200-250 base IC before Barbarossa. A few people built none at all, myself and a few others occasionally went higher, but interestingly enough the AI actually builds less then the average. Germany is the only one above to really benefit via conquest. Laws are considered a given and part of the equation so much so we never really discussed them much in the debates. It simply was about how much IC we would build and by what date.

The figures given look like base IC - the starting figure, to which modifiers (laws, event modifiers, techs) are applied. Hence, I don't understand what the ruckus is all about - all majors are good at keeping up with IC techs, and everyone knows roughly when the AI can enact better laws.
