So I cant seem to figure this out. I decided that I was sick of vassles getting too powerful by warring on their own so I decided to bump it up to absolute authority. Well I figured that I had 80% minimum levy at that point so I decided to drop fudal levies down to min. What resulted was a very strange mish-mash. Some of my vassles only provide me with 60% and some with 80%.

I can't figure out if this is an interaction between kingdom title laws or what (I am emperor so it shouldn't matter, but you never know). So my question is, what is supposed to happen with absolute authority but minimum levies? Am I supposed to get 80% out of everyone or only 20%?

Also, totally unrelated:

Is moving the capital to Rome after recreating it useful? I mean the tech level is garbage compared to constantinopal, so I was wondering if there was any reason move like maybe relations bonus or something.

As far as I was aware under absolute crown authority your vassals are only required to provide 40%.

And outside of RP I don't think there's much of a reason to move the capital to Rome. It's very underdeveloped compared to Constantinople.
