The obvious justification for the reason 'Child would be a hostage in a foreign power.' is that I could break the betrothal after she arrived at court and gain a hostage.
My suggestion is betrothal should be treated more like a non aggression pact, alliance, or truce. Breaking a betrothal should cause a scandal at the expense of both opinion and prestige.
Is it naive to think prestige is, more than anything else, how seriously a character's declarations of intention are received?
