1. Army
2. Navy
3. Air force
4. What's the max benefit of intel/reconnaissance in a battle?

I find it pretty useful to see how many planes and ships the enemy has when trying to make those numbers go to zero, but that's really a minor thing. Other than that, I'm wondering this myself.

But that's intel. Recon on the other hand is great as the side with superior recon in a battle can respond to the other side's choice of tactics. So it's basically a passive overall statboost for your troops in effect. Not sure if there's any relationship between recon and intel though. That would be interesting.

Army intel is what determines the "intel bonus" for land combat. I think it's a maximum of 15% and is based on the difference between the two sides. if you each have the same amount of army intel, then neither side gets the bonus.

Is there a way to get a branch of Intel like navy at almost 100%?

Scout Planes over naval zones with enemy convoys travelling through.

What is infiltrating the civil service and getting civil intelligence good for?
If you get a critical success on the civilian infiltration you also get bonus political power. Send spies with infiltrator and seducer to increase the chances. It's a good source of PP for France and the USA before they remove their debuffs

Naval supremacy scales with naval intelligence. I think at worst it gets cut by 50% but that's extreme.

Someone pointed out in the defines that 50 scout planes were the maximum intel gain. However even a single scout plane will generate some intel.
I think that's right but not the whole picture, more scout planes means faster intel gain. You can send more than 50 and the Intel gain still improves. The Intel from scout planes does cap out though, at which point 50 may be the balancing point that maintains your Intel.
