The politicians or ruler/s of your Stellaris Empire feels like doing nothing except just passive buffs.

The war is so repetitive and monotonus, and planets doesnt have enough creative storytelling over time.

A lack of inmersion in your civ and factions is for presenting to much numbers and not show unique and interesting character of your empire, no showing unique actions and by dont doing you feel your civilization story background evolving and growing at all, no tall empires are interesting and all feels the same.

MY IDEA is a randomized branching like tech works with intelligence force actions lead by politicians just jedi like missions or stargate episodes. A progressive espionage/heroes story archs would give the factions a new character (nemesis) and also a new way to win wars of pacification or even invasion.

A psionic Intelligence Force would be very similar to siths and jedis, and every type of gobernment would have some diferent missions.

The thing would be your politician is the brain of intelligence operations so it could risk itself dieing/growing heroicism and bonus, owning a loyal small group as company or just hire mercenaries unique characters who sometimes can betray you and the good part would be merc starts stronger and cost you only resources.

I think ofthis idea like rpg dungeon groups manager doing episodic things around the galaxy infavor of your empire. Just let players choose the missions and the last fate. It could work like with mechanics like a mix of the Shroud dynamics and the random tech branches flavoured by ethos and character traits, in this case the rulers.
